Small Business Assoc. of Michigan
Scott Lyon serves as Senior Vice President, for the Small Business Association of Michigan (SBAM). Scott began with SBAM in 2003. In his role, Scott oversees two for-profit companies including, Small Business Insurance Services, LLC, and Small Business Administrative Services, LLC. Both of these companies perform group purchasing services on behalf of SBAM for its members and include a sponsored BCBSM/BCN health insurance program, COBRA, Section 125, HSA, HRA, payroll and benefits administration, as well as HIPAA, ERISA/ACA Compliance services and CyberSecurity. Scott is a member of SBAM’s government affairs team related to health insurance and employee benefits at the state and federal level. He has worked at the intersection of health insurance, small business and government relations for over 30 years. Additionally, Scott serves as a principal with Association Health Plan Management Solutions, LLC.
The Small Business Association of Michigan was founded in 1969 and today serves over 27,000 member companies from all of Michigan’s 83 counties. SBAM’s mission is to fight for Michigan’s small businesses every hour of every day. SBAM has four lobbyists who represent state-based small businesses both in Lansing and in Washington D.C.
Previously, Scott served in various capacities with the Greater Cleveland Growth Association’s Council of Smaller Enterprises (COSE). In the 18 years spent with COSE, Scott’s roles included Manager of Group Benefits, Director of Group Benefits and Executive Director of Group Services, Inc. a wholly owned subsidiary of the Greater Cleveland Growth Association, serving the COSE group health insurance plan. The COSE health plan served as a national model for chambers of commerce and associations interested in offering affordable health insurance to their members. At its peak, the COSE plan covered 14,000 small businesses in northeast Ohio and 88,000 employees enrolled in group health plans from Medical Mutual of Ohio and Kaiser Permanente.
Scott holds a bachelors degree in political science from Allegheny College in Meadville Pennsylvania. He is currently active with the Ingham Health Plan where he serves as Immediate Past President of the Board of Directors and the National Small Business Association’s Health and Human Services Committee. Over the years, he has served on various boards of directors including the Greater Cleveland Health Action Council, Cleveland Health Quality Choice, the Business Advisor Group to the Joint Commission on Accreditation of Healthcare Organizations, the Michigan Health and Hospital Association’s Keystone Center Advisory Board, and the Hospital Association’s Business Advisory Council.
Scott resides in East Lansing, Michigan with his wife Elaine, a consultant to the Tobacco Section of the Michigan Department of Health and Human Services. Scott and Elaine have two grown children. Dr. James Lyon and Katelynn Lyon, MSW.
